Implement a local development, procure a system or a combination

Design, develop and test, in agile, iterative cycles, or

Define the criteria to decide if to procure an existing system, a new system, or a customized system
Engage all stakeholders

Involve a multi-disciplinary team, e.g.

Clinicians, system architects, software designers, developers, management, clinical researchers, user experience designers, data security experts

Work with clinical champions, selected from the user community

Communicate benefits and listen to feedback
